March Program Highlights Larry Prentiss, Safety Program Manager for the local FSDO talked about several aspects of aviation safety and regulatory life in these United States. There is a National Runway Safety Program directed at towered and non-towered airports. Runway incursions and landing/taxiing conflicts are high profile and common occurances in our increasingly crowded airports. The hottest exchanges came when he got into the TFRs, Temporary Flight Restrictions, and their effects on our increasingly harassed VFR flying. Crawford, Texas being the one nearest and dearest to our hearts. Violate that one and you get 6 hrs. of mandatory flight and ground remedial training and a 2 year letter in your file (OH MY GOD, not my FILE!!) . Homeland Security now controls the Natl. Airspace System and they pushed for license suspension for violators but the FAA worked out this training program instead. Everyone agrees on one thing, when you fly somewhere get a briefing from FSS and ask for TFRs along your route. Or, plan on attending the Comedy School of Flying. April Program Highlights Rex Havis, owner of Spectro Oil Analysis came and talked about the life blood of our engines. The oil and all the various things it can tell us. His testing is very much like a blood analysis and uses several of the same machines. They not only look for metals in the oil but also the story told by the oil condition; breakdown and fuel dilution. Some of his opinions: Additives are not useful except Avblend or Marvel Mystery Oil at about 600 hrs. to break up carbon deposits. Synthetics are not good because they are unable to hold particles in suspension. All commercial oil brands are good products. APRIL MINUTES

Tom Lewis is riveting on his RV6. Bill Scanlon and Martin Sutter are working on the wings
of his RV7. Jerry Knapp has been picking Pecans but his Lancair is about a week away from
flying. Dick Jones has just been picking weeds. Jay Pratt has gotten the wings for his
Northstar and would like to look over someones shoulder who is doing fabric work to learn
a little about it. Dick Keyt is working on small projects to improve the reliability of
the Polen Special.

| 7. SNF: Gary Bricker organized a gathering of Pecanites/983 EAA ers for dinner at Sun N Fun and had a crowd of 33 attend. It was a great showing and a lot of fun for everyone. |
| 8. SNF II: Dave and Nilza Boldenow get the Couldnt Get Much Better Award. Dave unveiled his dual vacuum pump invention and took several hundred orders while Nilza, not to be outdone, won The U.S. Aerobatic Team drawing for a new Harley Davidson! Best trip to Florida theyve ever taken. |

Bobbys Planes N Parts. I talked with Bobby Osborn the other day about his business out in Weatherford. Primarily he buys engines and re sells them to folks like you and me. Most of his engines are run out or close to it and he sells them as cores for a major overhaul. He also buys engines that still have a lot of life left but are removed for upgrades or other reasons and they go right back on another airplane. In fact he says right now he has low time Mattituck 0-360 just waiting for that RV to come along. He also sells new OE parts. I talked with a couple of Chapter members who have dealt with Bobby in the past and they were impressed with the business as well as his honesty. I havent been out to his place but its on my list for a visit.
EAA NATIONAL NEWS

Work and progress continues on the Amateur-Built Aircraft DAR Program. Several of our
Chapter Members are qualified and will probably participate.
The Oshkosh 2002 NOTAM for arrival and departure procedures is now available on the

LOCAL APPROACH?
Enhanced and low cost GPS approaches are in the future for 2500 smaller airports across the country. Wide Area Augmentation System (WAAS) approaches will be introduced next year at 5 airports. It will be put into about 350 airports per year after that. Using a stabilized descent and GPS navigating it will be easier to fly and have much lower minimums (250 or less) than the current non-precision approaches. The FAA estimates that on board equipment will cost about $5-$10,000. Like all high-tech hardware those prices should drop as time goes by.
